White House restricted access to Trump’s calls with Putin and Saudi crown prince

White House efforts to limit access to President Donald Trump’s conversations with foreign leaders extended to phone calls with Saudi Crown Prince Mohammed bin Salman and Russian leader Vladimir Putin, according to people familiar with the matter.
Those calls — both with leaders who maintain controversial relationships with Trump — were among the presidential conversations that aides took remarkable steps to keep from becoming public.
In the case of Trump’s call with bin Salman, officials who ordinarily would have been given access to a rough transcript of the conversation never saw one, according to one of the sources. Instead, a transcript was never circulated at all, which the source said was highly unusual, particularly after a high-profile conversation.
The call — which the person said contained no especially sensitive national security secrets — came as the White House was confronting the murder of journalist Jamal Khashoggi, which US intelligence assessments said came at the hand of the Saudi government.
With Putin, access to the transcript of at least one of Trump’s conversations was also tightly restricted, according to a former Trump administration official.
It’s not clear if aides took the additional step of placing the Russian phone calls in the same highly secured electronic system that held a now-infamous phone call with Ukraine’s president and which helped spark a whistleblower complaint made public this week, though officials confirmed calls aside from the Ukraine conversation were placed there.
The conversations between Trump and Saudi King Salman bin Abdulaziz Al-Saud and the crown prince, widely known as MBS, were kept very secret, several sources with knowledge of the calls told CNN.
There were no transcripts made of the phone conversations between Trump and the Saudi king or crown prince to prevent leaks, both a former White House official and a source familiar with the calls told CNN. This is considered very unusual in how previous administrations have dealt with keeping record phone calls with world leaders.
Typically, there would be several senior officials listening in to a call with an important foreign leader and then a transcript of the call would be circulated to those officials.
Only Secretary of State Mike Pompeo and then-National Security Adviser John Bolton would be in the room for them, the former White House official said.
But the attempts to conceal information about Trump’s discussions with bin Salman and Putin further illustrate the extraordinary efforts taken by Trump’s aides to strictly limit the number of people with access to his conversations with foreign leaders.
The White House did not comment about the limiting of access to calls with the Russian and Saudi leaders.
The Washington Post reported Friday that Trump told two top Russian officials during a 2017 Oval Office meeting that he was unconcerned about the country’s interference in the 2016 election, which led White House officials to tightly restrict access to Trump’s comments.
“If true, the reports that President Trump may have told close associates of Putin that he didn’t mind Russian interference in the US elections are extremely harmful to both our national security and the integrity of our elections,” Senate Minority Leader Chuck Schumer said in a statement released Saturday. “It’s one of the most disturbing things we’ve learned yet.”
Officials said the practice began more than a year ago after embarrassing leaks revealed information about Trump’s phone conversations with the leaders of Australia and Mexico. While it includes the highly secure system for particularly sensitive matters, it has also extended to limiting the number of individuals who are provided a transcript or are able to listen to the call.
Those efforts have come under scrutiny after the intelligence whistleblower alleged that White House officials took unusual steps to conceal Trump’s phone call with Ukraine’s new president.
The complaint alleged the handling of the Ukraine call was “not the first time” that such steps had been taken “solely for the purpose of protecting political sensitive — rather than national security sensitive — information.”
Administration officials say John Eisenberg, the White House deputy counsel for national security affairs and a national security legal adviser, directed the Ukraine transcript call be moved to the separate highly classified system, as detailed in the whistleblower complaint.
That system is normally reserved for “code word” documents that are extremely sensitive, such as covert operations.
Eisenberg also played a role in the early Justice Department handling of the whistleblower complaint. Eisenberg was on an August 14 call with the general counsel of the intelligence agency where the complainant worked, and John Demers, the assistant attorney general for the Justice national security division, a US official briefed on the matter said.
During that call, the general counsel informed Eisenberg and Demers that there were concerns being raised about one of Trump’s phone calls with a foreign leader. Eisenberg invited Demers and the intelligence agency’s general counsel to review the transcript of the call, and Demers traveled to the White House the following day to review it. The general counsel of the intelligence agency declined to review the call, according to the official.
The White House acknowledged earlier Friday that administration officials directed the Ukraine call transcript be filed in a highly classified system, confirming allegations contained in the whistleblower complaint.
In a statement provided to CNN, a senior White House official said the move to place the transcript in the system came at the direction of National Security Council attorneys.
“NSC lawyers directed that the classified document be handled appropriately,” the senior White House official said.
But the statement did not explain whether anyone else in the White House was part of the decision to put the Ukraine transcript in the more restrictive system. Nor did it delve into an accusation in the complaint that other phone call transcripts were handled in a similar fashion.
Like the call with Saudi’s crown prince, the Ukraine transcript did not contain highly classified information to require such a move, raising questions about why the order was made.

Officials from the past two administrations said it was unusual to transfer a transcript that doesn’t contain sensitive information into the code word computer system.
“In my experience you would never move a transcript to the code word system if it does not have any code word terms. If the president is classifying and declassifying stuff he doesn’t want to get out, that is an abuse of power and abuse of the system,” said Sam Vinograd, a CNN national security analyst who served on President Barack Obama’s National Security Council and at the Treasury Department under President George W. Bush.
The other former National Security Council officials said they were unaware of calls that did not contain highly sensitive national security materials being moved into another location.
While the practice of limiting access to foreign leader calls began in earnest last year after the leaks of Mexico and Australian calls, it’s not clear precisely when the initial steps were taken begin that effort.
The White House was also embarrassed when it was reported Trump had congratulated Putin on a phone call shortly after a Russian election widely seen as illegitimate. White House staff had written a memo specifically recommending Trump “do not congratulate” Putin in the call.
Bolton, who departed from his post earlier this month, was known for keeping a tight hold on all information generally speaking, according to sources who worked with him at the NSC. He did not reply when asked for a request for comment through his spokesperson.
A former administration official said that despite the code word protection, you didn’t necessarily need a special clearance to view the records and there was a process for officials to access the calls they wanted.
Trump’s relationships with both bin Salman and Putin have come under scrutiny over the past several years. Both are strongmen with dismal human rights records.
After Khashoggi was murdered at the Saudi consulate in Istanbul in October 2018, Trump vowed to get to the bottom of the matter. But he has repeatedly said he’s unwilling to break off US-Saudi ties — including military and trade — as a result.
With Putin, Trump has regularly worked arduously to guard his conversations, including asking for notes taken by his interpreter after their first encounter in 2017. He remains sensitive to accusations he’s too cozy with the Russian leader who oversaw an election interference effort to get him elected.

Breaking: Intel Drop, Trump Ordered Khashoggi Mutilation Murder

This week, we learned that a recording, believed to have come from an Apple Watch worn by Washington Post journalist, Jamal Khashoggi, a “play by play” of his vivisection by a CIA/Gina Haspel trained “torture pathologist” named Salah Muhammad al Tubaigy, was delivered to the White House within hours of the October 2, 2018 killing.
Not only did Trump know of the murder and its nature by October 4, according to confirmed sources, he ordered the killing as well.
The story originates in the behind the scenes personal war against fake billionaire Russian mob money launderer Donald Trump and very real “richest guy anywhere,” Jeff Bezos, owner of the Washington Post and employer of Jamal Khashoggi.
Khashoggi began going after Trump as early as one day after the election, as outlined in this December 2016 story from the UK Independent by Samuel Osborn:
Jamal Khashoggi has been banned from writing in newspapers, making TV appearances and attending conferences, Middle East Eye reports.
After Mr Khashoggi criticised Mr Trump’s Middle East policies at a Washington think-tank on 10 November, an official Saudi spokesman said he did not represent the Kingdom in a statement to the Saudi Press Agency.
Speaking at the Washington Institute, Mr Khashoggi described Mr Trump’s stance on the Middle East as “contradictory”, BreakingEnergy.com reported.
Mr Khashoggi said that while Mr Trump has been vocally anti-Iran, he has hinted he will support President Bashar al-Assad in Syria’s civil war, a move which will ultimately bolster Iran.
“The expectation that ‘Trump as president’ will be starkly different from ‘Trump as candidate’ is a false hope at best,” he added.
Mr Khashoggi was also quoted in a Washington Post article discussing potential changes in the Middle East as a result of Mr Trump’s election victory.“
The Khashoggi ban was requested by then President Elect Trump who contacted his business partners in the Saudi Royal family. Khashoggi had, for years, published in Saudi Arabia without a problem, only when he went after Trump did problems begin.
It got worse when he began writing for the Washington Post. When Trump called out for attacks on members of the MSM for “fake news,” he was, of course, referring to the Washington Post, owned by Jeff Bezos, currently world’s richest man, owner of Amazon.com.
The primary critic of Trump of Bezos payroll was Jamal Khashoggi, an outspoken Middle East expert.
This is how we were told it went down. Gina Haspel, who helped set up Saudi Arabia’s murder/torture/rendition program while working for the CIA, was invited to the White House. At the meeting, Trump, Pompeo, former CIA director, and John Bolton.
Trump asked Haspel how CIA resources could be used to muzzle the press, particularly Bezos and the WaPo. Haspel then looked at Post personnel, coming up with Khashoggi, who could be gotten to easily and whose very public murder would be a warning to Bezos and his family and to others at the Washington Post.
The CIA led operation used personal bodyguards of Crown Prince Salman, according to David Hearst of the Mid-East Eye:
“Seven of the 15 men suspected of being involved in an operation to kill Saudi journalist Jamal Khashoggi belong to Crown Prince Mohammed bin Salman’s personal security and protection detail, Middle East Eye can reveal.
The suspects went and ate dinner at the Saudi consul-general’s residence after murdering and dismembering Khashoggi inside the consulate, a source in the Istanbul Prosecutor General’s office also told MEE on Wednesday as Turkish police finally gained access to the building on Wednesday.
Most of them are high-ranking officers who accompanied the crown prince on diplomatic visits to the UK and France earlier this year.

MEE has obtained a document from the Saudi Interior Ministry detailing their ranks, dates of birth, passport and telephone numbers and when they accompanied bin Salman on trips abroad. All of them are members of the crown prince’s Special Security Force.
MEE is not publishing the document in order to protect the safety of its sources.
Confirmation that these seven members were high-ranking members of the crown prince’s close protection team and traveled with him on high profile visits regularly will complicate efforts currently under way to distance bin Salman from the murder investigation in Istanbul.”
The need to smear Jamal Khashoggi, particularly as a Mossad operative, was sent out to CIA press operatives such as Fort Russ and others, when the Apple watch recording of Khashoggi being dismembered alive hit the airways on October 2, 2016.
The CIA and Mossad regularly use fake “anti-Zionists” and “Jew haters” to smear opponents.
As the horrid butchering of Khashoggi “went down” as planned by the White House, a NSA based contractor named XXX intercepted the Apple watch broadcast, which they picked up with one of their 3 “frequency monitoring” trucks stationed in Istanbul. The company is run by one of my friends.
From there it went to the NSA who delivered it to Haspel within two hours who carried it to the White House. There, we are told, staff sat on it for two days before turning it over to Trump who sat and played it over and over. From Mid-East Eye:

Every American president is covertly backed by a consortium of “deep political” factions and interest groups. These groups invariably wind up stacking the administrations they help parlay into power with members and associates of their clique. This factional quarreling and proxy activity is usually largely confined to the domestic sphere and in the United States almost always at its core runs along the lines of fundamental foreign policy differences. On the one hand, a liberal-internationalist-“globalist” wing supports multilateral foreign policy (the United Nations), typically restrains from interventionist misadventures (instead preferring to utilize soft power) and generally opposes increases in defense spending. On the other hand, a militaristic conservative-ultranationalist wing advocates unilateral foreign policy, is highly supportive of military intervention/rollback (hard power) and is fanatically in favor of increased defense spending and “national security” measures. Both of these viewpoints exist in both American political parties and along a gradation. The most important takeaway from this is that literally not a single American president has ever in any way been a “political outsider”. They virtually always have clandestine and/or open ties to foreign policy interest groups and think tank networks. From a deep political standpoint, domestic and economic policy is almost always an accessory to be used in the furtherance of some kind of foreign agenda.
What’s special about the 2016 election and the Trump apparatus is the extensive involvement of foreign groups (namely Russia, Israel and the Gulf States) that further complicates an analysis of the political circles involved. This article will examine not only the domestic covert politics behind the Trump presidency but also the numerous foreign reciprocities that are apparently present.
President Donald J. Trump ordered the hit on CIA agent Jamal Khashoggi. The Khashoggi family owned one of Trump’s yachts. If word got out that Trump was in bed with the Saudi’s (and recently blocked any further investigation of 9/11), Trump would lose his support base during the midterm elections, and his upcoming bid for the 2020 election for a second term as U.S. President.
